Dubai has no shortage of shops. The useful filter is not a ranking. It is a short set of questions that tell you who will actually write the code.
This is the checklist we would want a Dubai buyer to use, including on us.
Ask who writes the code, and whether they will still be on the call
The most common Dubai pitch is a local front and an offshore bench. A real build names the senior who scopes the work and the senior who ships it — and they are the same person. If the firm cannot put that name in the proposal, you are buying a queue.
Ask: will the person on the first call write the first commit. Continuity is the product. A storefront in Business Bay is not.
A Dubai address is not a qualification
A mainland or free-zone licence matters when your procurement requires a locally licensed entity. It does not tell you who will write the software. Plenty of licensed shops subcontract the work. Plenty of unlicensed foreign practices will tell you that in the first paragraph.
